Interregionalismo UE-Mercosur: Una relación desperdiciada?

El interregionalismo es algo nuevo, apareciendo sobre la ola de organizaciones regionales como el Mercosur que adhieren a los principios del “Nuevo Regionalismo”?. Este último es originalmente conceptualizado en medio de la globalización económica con el fin de unir la integración regional con la liberalización comercial para mantener un sistema-mundo de economías abiertas, al final, alcanzar una economía-mundo sin falla. De este modo, el interregionalismo, insertado en la globalización económica, ha emergido como un componente de gobernanza al nivel mundial. En la medida que las organizaciones interregionales interactúan crecientemente entre si, ellas desarrollan cualidades propias de actor (como la UE y el Mercosur, en diferente medida).

Las negociaciones entre la UE y el Mercosur se han extendido a lo largo de varios años, y uno debería preguntarse si ha habido algún efecto secundario. La respuesta es si, incluso frente al colapso de negociaciones entre 2004 y 2007. Mas allá de eso, es que hay evidencia alguna en lo referente a cualidades de actor? Ha permanecido como un proceso intergubernamental? Es que la sociedad civil ha participado, ha logrado alguna influencia en las negociaciones? Por ultimo, aunque no menos importante, que se puede decir sobre los valores y visiones del interregionalismo UE-Mercosur, es que es útil analizarles, cuales son sus connotaciones actuales? Luego de este analisis, que se puede decir de esta relación, que se puede proponer?

EU-Mercosur Interregionalism: A wasted relationship?

Interregionalism is new, appearing on the wake of regional organisations like Mercosur that follow the principles of “New Regionalism”?. The latter is originally conceptualised amidst economic globalisation to unite regional integration with trade liberalisation so as to keep a world system of open economies, in the end, to attain one seamless world economy. In this way interregionalism, embedded within economic globalisation, has emerged as a component of governance at world level. As interregional organisations increasingly interact with each other, they develop actor qualities of their own (like the EU and Mercosur, to different extent).

The EU-Mercosur negotiations have spread along several years, and one should ask whether there have been any side-effects. The response is yes, even in the face of collapsed negotiations between 2004-2007.

Beyond that, is there any evidence concerning actor qualities? Has it remained an inter-governmental process? Has civil society participated, has it achieved any influence during the negotiations? Last but not least, what about the values and visions of EU-Mercosur interregionalism, is it useful to analyse them and what are their connotations? After this analysis, what can be said about this relationship, what to propose?

    * PhD in Development Studies – PhD Thesis “the Political Economy of Regionalism in Mercosur, Business actors in the Petrochemical and Steel sectors”?
    * Representative in the EU of RECM (MERCOSUR Specialized Committee of Cooperatives), MERCOSUR organisation grouping the cooperative confederations and the public institutions promoting cooperatives in Brazil, Argentina, Uruguay and Paraguay, since 2003.
    * Researcher on development and regionalism, entrepreneurship and human rights (e.g. in China), having lectured in various spheres (academic, parliamentarian and civil society) both in Europe and Latin America. One-year teaching in China, Sichuan.
    * At present, DAAD guest lecturer at Kassel University with 3 courses: one on solidarity economy and cooperatives in Latin America, a second on Mondragon in Spain, and a third on on business actors in EU policy making as well as on the EU-Mercosur relationship.
